The Glittering Eye has this post, Education As the Key to a Bright Future, Again, in which the author calls for large scale engineering jobs in order to address the dearth of employment among scientists with Ph.D.s.
While a few large scale engineering projects would certainly help (so ling as they are not government projects) the true engine of science employment will be letting companies take risks. There are industries on the leading edge of engineering innovation, from space flight to architecture, from consumer electronics to robots.
The problem is that companies hire more engineers than pure scientists. Maybe what is needed is a bit of innovation in the science business.
