Government Accountability - The Accountable Legislation Test

On a couple of occaisions here, I have ranted about the poor job Congress (and by extension state legislatures, do when it comes to drafting legislation. One key issue about any legislation for me is does the legislation actually address the problem stated and does it do so in a way that results can be measured.

One of my favorite thinkers, Maurice McTigue of the Mercatus Center at George Mason University has developed a simple five question Accountable Legislation Test.
