Obviously the question is based on your definition of properly. NCLB: Act II and NCLlog have a debate on the matter.
Here is what I believe, Title I funding is skewed and no longer based in economic or educational reality. School districts with large Title I infusions aren't producing results. The funding, based in part on how much per pupil is spent by the district, skews funding toward districts that spend more, whether that spending is necessary or not, effective or not.
