If the number of polar bears has actually increased, why then are they being put on the threatened species list? Because some environmental egg-heads THINK the numbers will decline at some point in teh future.
Gov. Palin is challenging that classification (which then impacts a lot of work, industry and other matters that affect the state's economy).
