I thought that the purpose of NCLB was to get to 100% proficiency. If the districts are fudging the numbers that is a problem, if not, then aren't they doing what we wanted them to do?

Yes, you are correct. 100% proficiency means that teachers in these districts reached their minimum student academic performance threshold, which graded on a curve should be a "C".
